Participation in the Formulation of Education Planning

Participation in the Formulation of Education Planning In August 2008, science and education department of state council initiated the plan of making State Guidelines for medium-to-long-term education Reform and Development Plan (2010~2020). It was a breakthrough of the government to for the first time adopt suggestions from the public in education policy making. During the process, 21st Century Education Research Institute took an active role in sending proposals about education reform and development with the study of 30-year experiences in education since reform and opening up. In 2009, our institute participated in a series of government seminars for making Guidelines for Education Reform and Development Plan. The topics include discussion about education orientation and cultivation goal, reform path of compulsory education, increase in education investment and resources, pre-school policy making, occupational education, policy of civilian-run education, reform of Gaokao, and reform of education administrative system.

In July 2010, the government issued the State Guidelines for medium-to-long-term education Reform and Development Plan, which has regulated the value, goal and tasks of future education reform. However, to transform the outline file to feasible implementation plan, there would be many problems waiting to be solved in practice. Based on the work of our participation in the research of Education Plan Outline that was issued in 2010 by the government, our institute wrote the book called 2020: the Reform Plan of China Education. This book is a supplementary reference for central and regional government to implement Education Reform and Development Plan Outline.
